Water hit Gurgaon makes rain water harvesting mandatory

CHANDIGARH : Faced with crisis following the depeleting ground water levels in Gurgaon, the administration on Monday made mandatory for all houses with more than 100 square meter covered area each to have a rain water harvesting system in place and 20 teams of officers have been constituted for granting permission to install the system as well as to ensure that it was functioning satisfactorily.
These orders were issued by the Gurgaon District Magistrate P C Meena in which it has been stated that the supervisory officers will be held responsible for any laps or discrepancy or violation of the orders. Concerned Superintending Engineer of HUDA and Municipal Corporation Gurgaon (MCG) have been appointed overall incharges for compliance of these orders in their respective jurisdiction. The DGM Gurgaon and Manesar are overall incharge for the industrial areas of HSIIDC in Gurgaon and Manesar respectively.
Similarly, Xen Development & Panchayati Raj has been appointed overall incharge for all villages in Gurgaon ( excluding MCG & HUDA areas), Sohna, Farukhnagar and Pataudi blocks besides the MC areas located in these areas and for colonizer area in HUDA sectors from 58 to 115. The Joint Director of District Industries Center (DIC) is overall incharge for industrial area in Gurgaon other than those developed by HSIIDC. For colonizers area developed by various colonizers in HUDA sectors from 1 to 57, the Senior Town Planner (STP) Town & Country Planning Gurgaon is the overall incharge. Each team consists of two members headed by the concerned overall incharge.
The teams will grant permission within 10 days after receiving the application in the concerned office for rain water harvesting system and will ensure that the system was exclusively used for only recharge of ground water aquifers and not for abstracting ground water or any other purpose. The applicant will have to give an undertaking alongwith his application showing the complete address of registered owner of boring machine or agency before starting the boring of injection tubewell for said system. He will also clearly specify in the undertaking that he will comply with the directions of CGWA New Delhi and Supreme Court.
The team will also advise the applicant that he is required to intimate the concerned officer after completion of said work immediately for spot verification of the said structure. The boring of injection tube well for rain water harvesting structure should be carried out by hand boring manual operated machine only.
The orders read that the teams would check the installation of rain water harvesting system in the premises of the applicant after completion of work and send progress report in prescribed Performa alongwith certificate that said rain water harvesting system is installed properly and the function of system is satisfactory. This has to be submitted with the Member Secretary District Advisory Committee cum Hydrologist, Gurgaon in the first week of each month. The Hydrologist will compile their progress report and will submit consolidated report to the Deputy Commissioner's office for discussion in the meeting of District Advisory Committee. He will also apprise about the directions of High Court and guidelines of CGWA, New Delhi to all the members of the teams from time to time.
